SECTION 2. AWARD AND ELIGIBILITY INFORMATION

AVAILABLE FUNDS

WRC expects to award up to $900,000 in competitive grants this calendar year and seeks proposals from qualified institutions that address the stated regional programmatic areas listed above. Integration, economics, marketing, policy, education or a combination of these overarching activities may be incorporated in any proposal.

Two types of applications are being sought: “Collaborative Projects” and “Single Institution” proposals.

Collaborative Proposals:  Multi-investigator / multi-institutional / multi-disciplinary / multi-mission (research, education and outreach) proposals are sought that address Sun Grant goals and regional priorities. Collaborative or integrated proposals may request up to $300,000 per year. Priority will be given to one or two year proposals (although proposals up to 3 years in duration may be submitted if the total request is under $600,000). We do not anticipate funding more than two of these per grant year at this time.

Single Institution Proposals:  Grants up to $100,000 (1-3 years in length) will be provided to individual investigators, or small teams from a single institution, that address the Sun Grant mission and regional priorities.

ELIGIBLE APPLICANTS AND INSTITUTIONS

Principal investigators must be employed by an eligible institution (see below). Their co-investigators may be employed in the private, governmental, or nonprofit sectors. Principal investigators and key personnel must demonstrate competency to implement and complete a project, provide fiscal accountability, prepare project reports and demonstrate a willingness to share information with researchers and other interested parties.

The lead institution must be a land-grant university (LGU) within the Sun Grant Western Region. It is not required that all members of the project team be affiliated with LGUs, or be located within the Western region, only the lead investigator. The non-land-grant partner(s) can help meet the multi-institutional and multi-state criteria. There will be a limit on the number of projects on which one university can be the lead over a three year period in order to encourage broader participation of the region’s LGUs. 

COST MATCH

Successful applicants must provide a minimum of 20% cost match. Grantees may provide matching funds through in-kind contributions, including faculty salaries, facilities, or from state, local, non-profit or private matching funds. No federal funds may be used as matching funds. Funds requested for industry demonstration or pilot projects are strongly encouraged to offer additional levels of match of up to 100%.

PROGRAM MANAGEMENT

Program management will be handled by the WRC. An Advisory Committee will be responsible for final recommendations regarding funding priorities for the region. However, peer reviews and a Technical Review Panel will provide input on the scientific and technical merit of the proposals.

Confidentiality/Proprietary Information
Confidentiality will be maintained in the proposal review process, and proposals will not be used for any purpose other than evaluation of merit for funding. Applicants are encouraged to draw attention to confidential or proprietary information contained in the proposal.

Award Notification
WRC will notify applicants in writing of grant decisions by July 15, 2007 (delay from original date due to review request by federal agencies). Masked reviews will be provided to the principal investigator. After initial approval, Sun Grant personnel may negotiate specific grant terms with investigators

Contracts and payments for the awards will be written and distributed from Oregon State University. Reports and reviews will be collected and maintained by Oregon State University and forwarded as needed to the funding agency.

Investigator Reporting Requirements
Quarterly report of progress must be submitted by each funded project for continuation of funding. The report will be submitted via the online proposal system at http://webnibus.org/sungrant/western

Continuation of Funding
Continuation of funding beyond the first year will be determined by first year performance, as well as continued funding from DOT.
