SECTION 4.  PROPOSAL SUBMISSION AND REVIEW

Application materials must be submitted online via the Sun Grant Proposal Management System, accessed at https://webnibus.org/sungrant/western.

The system can be entered and exited as many times as needed. Information saved on the system will be available upon reentry into the system, and project team members may review materials online. Project team members should log onto the system several days ahead of the due date to register with the system and to review the proposal forms and process. No email, faxed or posted letters of application materials will be accepted.

If you have questions regarding acceptability of a project topic, contact the WC staff to discuss prior to submitting the Letter of Intent.

DEADLINES

A Letter of Intent is due by close of business on February 28, 2008.
A Full Application is DUE by midnight (PST), April 15, 2008.

LETTER OF INTENT CONTENT AND FORMAT

Submission of a WC proposal is contingent upon submittal of a LOI.  The LOI is not binding on the content of the full proposal.

The letter must include the following formatting:

  1. Cover page information:
    1. Title
    2. Names and contact information of Principal and co-Investigators
    3. Estimated request for funds
    4. Amount and Sources of match for the project

  2. The body of the letter itself must run no more than two pages of at least 12 point font, and must address the following questions:
    • What problem or opportunity is to be addressed? Why is this project important?
    • Provide a brief and general description of the project.

FULL APPLICATION

Full proposal applications should include the elements listed below. Submissions omitting any of these items will be considered non-responsive. The components are to be entered into the online proposal system as directed. Additional details are available in Webnibus. The proposal narrative can be completed in a word processing software and then uploaded into the system.

Elements of the proposal include:

  1. Proposal cover page - form provided
  2. Proposal abstract - a brief summary of the project, form provided
  3. Proposal budget - form provided.
    • For consistency of budget applications, we request that all proposals use 25% of direct costs requiring indirect by your institution for the indirect rate in the budget form.
    • If subaward(s) are included, please provide subawardee’s Scope of Work, Budget, Budget Justification, their Authorized Administrative Approval (with signature), and a copy of the subawardee’s negotiated F&A rate agreement as an attachment. Please have subawardees use the same indirect cost rate as noted above.

  4. Budget justification - document and justify the amounts requested in each category on the budget justification form.
  5. Proposal narrative should be double spaced with 1-inch margins, use 12-point Times New Roman font, and be no more than twenty (20) pages in length including graphics and tables but not references. Please number each page of the narrative and include the name of the principal investigator at the top of each page of the narrative.

  6. The narrative must minimally include the following:
    1. Statement of project’s relevance to the Sun Grant mission
    2. Statement of project goals and objectives
    3. Description of the project approach and activities. Describe the techniques and approaches to be taken to achieve the goals outlined above, including methods for analyzing and interpreting data, and disseminating project results.
    4. An itemized list of the specific tasks to be performed, specified benchmarks for tasks, and a timetable for completing tasks
    5. Significance of the work in its specific field and in the broader context of achieving the goals of Sun Grant. Please include descriptions of how the proposed work relates to other ongoing or completed work by the principal or other investigators and the implications of the work for public policy issues.
    6. Specified role of each member of the project team, including collaborators
    7. References

  7. Vitae of principal investigator(s) – form provided, 2 pages maximum for each
  8. Current and pending research grants or contract – form provided. Include project title, agency or foundation sponsoring the research, period of support, time commitment, and amount of award. Mention areas of overlap with current proposal, if any.
  9. Potential conflicts of interest - form provided
  10. Peer reviewers - up to six potential reviewers may be suggested.
  11. Signature pages - completed institutional signature pages should be attached to the proposal system when the proposals are submitted online.
