SECTION 5. PROPOSAL REVIEW INFORMATION

All applications will undergo a rigorous peer review process by scientists working in the appropriate fields. A panel of experts will be assembled for the technical review. A lead panelist for each proposal is tasked with leading the discussion with a secondary reviewer providing additional commentary. The full panel will provide input on the technical merits of the proposal. Reviewers will be asked to evaluate and rank the proposals on the basis of the following factors:

Scientific and Technical Merit (60%)

    • Originality and innovativeness of the concept and approach
    • Conceptual adequacy of research, as applicable
    • Clarity of objectives and presentation of information
    • Adequacy of methodology proposed
    • Feasibility of methodology to achieve objectives
    • Likelihood of success as proposed

Qualifications of the Investigator(s), Adequacy of Facilities, and Project Management and Costs (40%)

    • Awareness of previous or other work or strategies
    • Planning and implementation strategies
    • Appropriate expertise or collaborations included
    • Level to which stakeholders were involved in project planning and implementation
    • Adequate outreach program and strategies

Proposals will also undergo review by the Sun Grant Advisory Committee (AC) who will also evaluate proposal relevance to the Sun Grant mission and priorities based on the following criteria:

Merit, Investigator Qualifications, and Project Management/Costs (75%) - see above

Project Relevance (25%)

    • Appropriateness of the proposal in addressing Sun Grant’s mission and the research priorities of the region
    • When appropriate, proposal/project should include an economic justification and analysis as appropriate
    • Degree to which end users or potential users of the project are consulted or involved in project planning and implementation, and the potential for project implementation and information dissemination

The Advisory Committees will recommend a prioritized short list of projects to the WC directors and DOT for their funding consideration. In its project selection, the WC seeks to achieve a portfolio of research and education projects that address regional priorities; therefore, programmatic relevance may form the basis for the final selection among projects deemed to be of equivalent merit.

SPECIAL NOTE: The WC will not be able to notify applicants in writing of grant decisions before August 1, 2008, due to a review request by federal agencies.
